Henry Jiménez Guanipa es jurista, profesor y consultor internacional especializado en derechos humanos, cambio climático, transición energética y gobernanza energética en América Latina. Es doctor en Derecho por la Universidad de Bochum y máster en Derecho por la Universidad de Heidelberg, Alemania.

Su trabajo articula investigación jurídica, docencia internacional y asesoría en políticas públicas, con un enfoque en justicia climática, Acuerdo de Escazú, litigio climático y los desafíos jurídicos e institucionales de la regulación y transformación del sector energético —incluyendo petróleo y gas— en el marco de la transición energética.

Ha sido profesor invitado y conferencista en universidades y programas de posgrado en América Latina y Europa, y ha asesorado a instituciones en materia de energía, derechos humanos y cambio climático, incluyendo consultorías para la OEA y la REDESCA de la CIDH. Es cofundador del Coloquio Iberoamericano del Instituto Max Planck de Derecho Público Comparado y Derecho Internacional de Heidelberg y presidente fundador de la Red Académica Internacional sobre Cambio Climático, Energía y Derechos Humanos (RICEDH).

Es autor y editor de obras de referencia en la región sobre cambio climático, energía y derechos humanos, entre ellas Comentarios al Acuerdo de Escazú, y ha publicado en editoriales y revistas académicas de alto nivel como Oxford University Press y Tirant lo Blanch. Su trabajo contribuye al desarrollo del debate académico y a la construcción de marcos jurídicos y de política pública en la región.

Summary

Henry Jiménez Guanipa is a jurist, lecturer, and international consultant specializing in human rights, climate change, energy transition, and energy governance in Latin America. He holds a Ph.D. in Law from Ruhr University Bochum and an LL.M. from Heidelberg University, Germany.

His work brings together legal scholarship, international teaching, and policy advisory, with a focus on climate justice, the Escazú Agreement, climate litigation, and the legal and institutional challenges of regulating and transforming the energy sector —including oil and gas— within the context of the energy transition.

He has served as visiting professor and speaker at universities and postgraduate programs across Latin America and Europe, and has advised institutions on energy, human rights, and climate change, including consultancy work for the Organization of American States (OAS) and the Special Rapporteurship on Economic, Social, Cultural and Environmental Rights (REDESCA) of the Inter-American Commission on Human Rights. He is co-founder of the Ibero-American Colloquium at the Max Planck Institute for Comparative Public Law and International Law (Heidelberg) and founding president of the International Academic Network on Climate Change, Energy and Human Rights (RICEDH).

He is the author and editor of leading academic works on climate change, energy, and human rights, including Comentarios al Acuerdo de Escazú, and has published in high-level academic books and journals, including contributions with Oxford University Press and Tirant lo Blanch. His work contributes to academic debate and the development of legal and public policy frameworks in the region.
